In an interview, Dr. Summy stated,"I have been many things in my life: educator, Vice President of the LBJ Hospital Board of Trustees, a bull rider (well, at least I tried),fence builder, husband, teacher, ranch hand, outlaw, counselor for at-risk boys, administrator, poacher, windmill man, garbage collector, Young Man of The Year (1983...when I was a young man),father, fry cook, chair person of church administrative council, sheep shearer, principle, hay hauler, and road construction worker... and turkey man."
He continued,"I am now a "real"
Papa Joe. In addition, I am a public speaker, presenter, mentor, consultant, and
writer. I also write a column for the local newspaper entitled, "Papa
Joe...Tell Me If It's So"! I enjoy telling old stories with my old
buddies(BS), family especially my grandchildren, the outdoors, gardening,
learning about anything, and training horses, especially those known as the
"Untouchables". I am now training and selling Peruvian Paso horses,
the horses of the Conquistadors...the world's greatest trail riding horses.

*Instrumental in developing gifted and talented (TAG Plus) program at Blanco
Elementary School.

*Developed school and community partnerships (Adopt a Grade Level, Friends of
Blanco Elementary School).
*Started volunteer program (VIBES) -Volunteers in Blanco Elementary School.
*UIL Academic teams have won district championships ten consecutive years.
*Implemented foreign languages program -Spanish and German at Blanco Elementary
School. (Discontinued after one year because of budget cuts.)
*Expanded computer program-more computers in the classrooms and developed a
computer lab (working on second lab).
*Started unique inclusion early childhood program called “Building Bridges”.
Non-handicapped three and four year old children are included with the three and
four year handicapped students. Parents of the non-handicapped children pay
tuition for their children to participate in the program. The Education Service
Center,
Region XIII, has recommended this program as a “Promising Practice” site.
*Selected by ESC XIII to be trained in Vermont concerning developing care teams
for special education and at-risk students.
*One of the first to implement the state recommended character education
program, “Building Good Citizens for Texas”. Later, the faculty adopted the
“Keystone Character Education Program” which has now been integrated with
the “Foundations Program”.
*Consistently high TAAS scores. Recognized rating for the last three years.
Missed Exemplary rating by one percentage point in one academic area in 2001.
*As the only elementary “feeder” school in the District, our students have
an excellent track record as they progress through the middle school and high
school systems. The best indicator of campus success.
*Preparing staff and parents for the new TAKS test and the new accountability
system.
*Developed an academic support program available for all students, e.g., the
Learning Center is prepared to deal with any student at any time from at-risk to
gifted and talented students.
*Developing campus leaders-moved from Quality Circles to Campus Leadership Teams
(CLT) and Curriculum Councils for core academic areas.
*Maintained an emphasis on physical education. All students receive daily P.E.
from certified physical education teachers.
*Planned and initiated the development of the first elementary library program.
*Planned and initiated the first elementary counseling program.
*Coordinated mentoring program for at-risk students with the high school
counselor and family and consumer science teacher called PPAT (Paint a Positive
Attitude of Thinking).
*Initiated the full time services of a district school nurse.
*Initiated the process of developing a fine arts program taught by certified
fine arts teachers. All students, K-5, now receive daily instruction in music
integrated with theater arts. Fifth graders have the opportunity to join
beginning band.
*Supervise student teachers from Southwest Texas State University, San Marcos,
Texas.
*Developed a plan for reinstating foreign languages to the Blanco Elementary
curriculum program.
*Development of a crisis response team (Blue Team) that can respond to a crisis
on the campus in a matter of seconds.
*Initiating an anti-bullying program that will be taught in the PE classes and
reinforced through the Keystone character education program.
*Initiated professional development of all staff members in “Crisis Prevention
and Intervention” (CPI) training. A nationally recognized certification and
recertification program that trains staff members on how to defuse potential
volatile situations, and what to do if the staff has to intervene. The
unexpected outcome from this campus training has led to all staff members in the
district
being certified and recertified annually.
IMPACT OF EXPERIENCES
AND EDUCATION
*Worked closely with five different superintendents over the course of thirty
years as a teacher and administrator. The experience has enabled me to
learn the educational responsibilities and politics at the campus and district
levels.
*Undergraduate degree, elementary certification and master’s degree have given
me a solid understanding of curriculum and instruction-early childhood through
high school.
*Training and involvement in the Texas Schools Improvement Initiative for eleven
years has given me a better understanding of education at the state level.
*Doctoral studies on a national level gave me the opportunity to view education
from a national perspective.
*My attempt in applying a common sense approach to education has centered me on
what is essential-the education and character development of our children.
*County and church political experiences have given me
an understanding of the many political forces with which a leader must contend.
*Realize that one of the most important job of a leader is to be a leader of
leaders, and that service to others should be the main agenda of all leaders.
*Thirty years of education and experience in public education can transfer to
other areas of employment in both the public and private sectors.
*Knowledge and education without common sense is useless and can be dangerous.
Knowledge and education should lead to wisdom, which is a goal but never really
obtained.
*Most importantly, I have learned to integrate my experiences to related to
large number of different groups.
